Kano Assembly Repeals KNUPDA Law, Creates Two Metropolitan Development Agencies
The Kano State House of Assembly has repealed the law establishing the Kano Urban Planning and Development Authority (KNUPDA), paving the way for the creation of two new agencies to oversee physical planning and urban development across the state.
The repeal followed the passage of the Kano State Physical Planning and Development Control Bill, 2026, which passed its third reading during plenary on Tuesday, presided over by the Speaker of the House, Rt. Hon. Jibril Ismail Falgore.
Briefing journalists after the sitting, the Majority Leader, Lawan Hussaini-Dala, said the new law establishes the Kano Metropolitan Area Management Agency (KAMA) and the Kano Development Control Agency (KADCA), which will assume the responsibilities previously performed by KNUPDA under the supervision of the Ministry of Land and Physical Planning.
According to him, the agencies will be responsible for development control, approval of building plans, urban renewal, city planning, reconstruction and enforcement of physical planning and environmental regulations across the Kano metropolitan area.
Hussaini-Dala said anyone intending to undertake construction or redevelopment projects would be required to obtain approvals from the new agencies, which will also conduct inspections to ensure compliance with planning laws.
He noted that the legislation is intended to address indiscriminate development, including the conversion of farmland into residential and commercial structures without proper planning approval.
“The agencies will inspect developments and ensure that everything is done to make our city a standard city like other international cities,” the Majority Leader said.
He added that the establishment of KAMA and KADCA effectively dissolves KNUPDA, with all statutory powers transferred to the newly created agencies.
Meanwhile, Speaker Falgore inaugurated an ad hoc committee to work with the Secretary to the State Government (SSG) to harmonise the responsibilities of the Ministries of Agriculture and Livestock Development.
The committee is expected to facilitate the transfer of responsibilities relating to animal husbandry, fisheries and other livestock-related matters from the Ministry of Agriculture to the Ministry of Livestock Development, in line with the Assembly’s resolution.
